Stacey Rous

Stacey Rous is the Chief Operations Officer and Chief Financial Officer of OTIP (Ontario Teachers Insurance Plan), one of Canada’s largest not-for-profit insurance and benefits organizations serving Ontario’s education community. A respected enterprise leader, Stacey is recognized for transforming organizations through a unique combination of financial stewardship, operational excellence, technology innovation and people leadership.

As COO and CFO, Stacey is responsible for the organization’s financial strategy and performance while leading a broad enterprise portfolio that includes operations, digital transformation, enterprise technology, enterprise solutions, communications, legal, privacy and group benefits member experience. She partners closely with the Executive team and Board to shape organizational strategy, modernize operations and position OTIP for long-term sustainable growth.

With more than 25 years of executive leadership experience across the insurance, health care and not-for-profit sectors, Stacey has built a reputation for leading complex business transformations that improve operational performance while strengthening customer and member experience. Her leadership combines strategic vision with disciplined execution, enabling organizations to navigate change, embrace innovation and consistently deliver measurable results.

Throughout her career, Stacey has championed modernization through digital technologies, advanced analytics and artificial intelligence, recognizing technology not simply as an operational capability but as a strategic driver of growth, efficiency and service excellence. She is passionate about building future-ready organizations that balance innovation with strong governance, financial discipline and an unwavering focus on the people they serve.

Prior to joining OTIP, Stacey held executive leadership positions with the Waterloo Wellington Local Health Integration Network, Allianz Global Assistance and Cowan Insurance Group, where she led finance, operations and enterprise initiatives that supported organizational growth, operational excellence and long-term sustainability.

Known for her collaborative leadership style, Stacey is committed to developing high-performing teams and mentoring future leaders. She believes that exceptional organizational performance is achieved by creating an inclusive culture built on trust, accountability, continuous learning and empowerment. Her ability to unite diverse teams around a shared vision has enabled organizations to successfully execute complex strategic priorities while maintaining a strong focus on employee engagement and customer outcomes.

Beyond her executive responsibilities, Stacey has demonstrated a longstanding commitment to community leadership. She has served on the Boards of the Canadian Mental Health Association Waterloo Wellington, the YMCA of KW and the International Women’s Forum Waterloo Chapter. Her volunteer leadership reflects a deep commitment to advancing mental health, reducing social isolation, supporting community well-being and creating opportunities for women in leadership.

Stacey holds a Master of Business Administration from Athabasca University and is both a Canadian Chartered Professional Accountant and a U.S. Certified Public Accountant. She also holds the Chartered Global Management Accountant designation, the Institute of Corporate Directors Designation, and an Advanced Health Leadership certificate from the Rotman School of Management. A lifelong learner, Stacey continually invests in expanding her expertise in governance, enterprise leadership, technology, operational excellence and innovation.
